On January 26, 2018, the General Administration of Quality Supervision, Inspection and Quarantine of China issued a notice on the special spot check of wire and cable product quality supervision in 2017. According to the report, among the 902 wire and cable production enterprises that were actually sampled for production of wire and cable products, 783 batches of products from 783 enterprises were qualified, with a product sampling pass rate of 87.0%; 117 batches of products produced by 117 enterprises are unqualified, with a detection rate of 13.0% for unqualified products; Two batches of products from two other companies are currently undergoing further processing. It is reported that in accordance with the provisions of the Product Quality Law of the People's Republic of China and the deployment of special rectification work for wires and cables, the General Administration of Quality Supervision, Inspection and Quarantine randomly selected 1400 enterprises from more than 7000 wire and cable production enterprises nationwide for this inspection, covering 28 provinces (autonomous regions, municipalities directly under the central government) in China.

Due to the fact that 272 companies were not sampled during the random inspection due to bankruptcy, conversion of production, cancellation of business license, production stoppage, and other reasons; 226 companies were unable to obtain samples due to reasons such as their products being used for export, not meeting the sampling criteria, having no recently produced inventory products, address changes, or relocation. Therefore, during this sampling inspection, the actual samples were 902 batches of products produced by 902 enterprises. The inspection items include 28 items in 5 aspects, including structural dimensions, electrical performance, mechanical and physical performance, finished cable performance, and flame retardant and fire-resistant performance.

According to the production scale of enterprises, the large, medium, and small micro enterprises sampled accounted for 11.1%, 53.1%, and 35.8% of the total number of sampled enterprises, respectively. The product qualification rates were 91.0%, 86.0%, and 87.3%, respectively. The product qualification rates of large enterprises were significantly higher.

According to the types of products sampled, 102 batches of flame-retardant (fire-resistant) cables were randomly inspected, accounting for 11.3% of the total number of inspections; 366 batches of cross-linked cables, accounting for 11.3% of the total number of spot checks; 432 batches of ordinary cables, accounting for 48.0% of the total number of spot checks. The pass rates of product spot checks are 76.5%, 81.1%, and 94.4%, respectively, with a significantly higher pass rate for ordinary cables.

It is reported that this round of sampling has first increased the coverage of spot checks. Not only did the spot checks cover products produced by enterprises in 28 provinces (regions, cities) across the country, but the number of batches increased threefold compared to the quarterly spot checks in 2016; The scope of product inspection has also been expanded, including three categories: flame-retardant (fire-resistant) cables, cross-linked cables, and ordinary cables.

Secondly, this round of sampling has increased the intensity of tracking and spot checks. This special spot check tracked 88 production enterprises that failed the national joint supervision and quarterly spot checks of wires and cables in 2016, and 60 were actually sampled. Among them, 54 enterprises passed the spot check, and 6 enterprises' products failed the spot check for two consecutive years.

Finally, the focus of this round of sampling is highlighted, with a particular emphasis on spot checks on concentrated production areas for wires and cables. Key spot checks were conducted on products in industrial clusters such as Anhui, Jiangsu, Hebei, Zhejiang, and Guangdong, with a total of 555 batches sampled, accounting for 61.7% of the total number of spot checks.

The General Administration of Quality Supervision, Inspection and Quarantine requires that in response to the problems found in this special inspection, the quality and technical supervision bureaus (market supervision and management departments) of each province (region, city) should fully implement the requirements of the State Council on carrying out a special rectification of wire and cable products nationwide, and conscientiously carry out post-processing work in accordance with the provisions of laws and regulations such as the Product Quality Law of the People's Republic of China, the Measures for the Administration of Product Quality Supervision and Inspection, and the Regulations on the Handling of Production Enterprises with Unqualified Products in National Supervision and Inspection.
